I encountered this message displayed in the album art window of iTunes today. After some googling I found that it might be the result of trying to add album art to songs on ejected disks, or songs on a CD, but neither applied to me. After some investigation I discovered it was because that particular album was in the ogg format!

It might be a permissions issue, compare the permissions with an mp3 which you can add artwork to.
Another possibility is convert it to an AIFF and then re-import it into iTunes (so it creates a new mp3 file).

Had a similar problem. Source files were read only. Unchecked read-only box in properties and was then able to make changes as needed

I'm experiencing the same problem... but my album is for sure in mp3 format
. It's an album extracted from an archive. I've also tried to convert the songs to mp3 (just to be sure) and neither that worked.
